The ACPS chief said the dogs are in good health, but the challenge now is finding them all new homes.
JACKSONVILLE, Fla. — 130 dogs need new homes after being taken from a house on Jacksonville’s Westside Friday.
Animal Care and Protective Services carried the chihuahua mixes out of the home in Lackawanna, bringing them to the ACPS shelter on Forest Street. The ACPS chief said the dogs are in good health, but the challenge now is finding them all new homes. He said the dogs were not all spayed and neutered, making it illegal.
People who live near the house where the dogs were taken said they’re relieved.
“One hundred thirty dogs? That’s a lot," said Eric Smith. "In one house? That’s a lot.”
For years, Smith said he smelled and heard dogs across his street and saw dog food delivered for four years.
“And the whole time you heard barking and there was a smell?” asked First Coast News.
“All the time,” Smith said.
ACPS Chief Mike Bricker and his team vaccinated the dogs in front of the home Friday. He said the home's owners rented the property, but rent wasn’t paid the last few months and when the owners came to check on their house, they found the dogs inside.
“They’re chubby," Bricker said about the dogs. "There was puppies that we took earlier, this guy’s a puppy. Yeah, we don’t really think that there’s anything major going on with them.”
Bricker said he doesn't think the renters had been gone long. It's unclear whether they will face charges.
“There’s no legal limit as long as they’re taken care of," Bricker said. "If you have any more than five they have to be spayed and neutered.”
These dogs were not spayed and neutered, Bricker said. The next challenge is finding them new homes quickly since Bricker said 300 dogs are already at their shelter.
Smith is relieved.
"That’s a lot, I mean that’s a huge, a big number," he said. "You wouldn’t think that’s in a house. I mean, you hoarding animals. That’s insane.”
Bricker said the dogs will be up for adoption soon at the ACPS shelter on Forest Street.

A popcorn station offers bags of flavored varieties.
Large quantities of utensils and containers, such as takeout boxes and pre-wrapped cutlery, are available.
Food items include 5-pound boxes of cake mix; 106-ounce cans of pumpkin; gallon containers of coleslaw dressing and Frank’s RedHot Original Buffalo Wings Sauce; and 3.55-pound boxes of Potato Pearls that become 78 servings of extra-rich mashed potatoes upon adding water.
There are large and regular sizes of cheese; individual produce items as well as large bags of them; and deli meats sold by the package, such as the 7.63-pound package of corned beef for $68.59 ($8.99 a pound) and the almost 8.8-pound package of top round roast beef at $118.65 ($13.49 a pound).
The Grand Rapids, Michigan-based privately held and family-managed food service distributor serves local restaurants, food operations and the public.
There is no membership fee for business accounts or the general public.
The company said in news release Oct. 25 that the store will employ about 40 full and part-time workers.
The store hours are 7 a.m. to 8 p.m. Monday-Saturday and 9 a.m. to 6 p.m. Sunday. It is closed Thanksgiving, Christmas, New Year’s Day and Easter.
The more than 125-year-old company reports $21 billion in annual sales and 22,000 employees. It says it is the largest privately held food service distributor in North America and offers delivery.
Gordon Food Service said it has more than 180 stores. It operates in 13 states, according to its website. Most of its stores are in the Midwest.
The store website shows that in-store features include online ordering and in-store pickup; home and business ordering; Instacart; fresh meat, produce and squeezed juice; ready-to-eat meals; popcorn; and the Gordon GO free wholesale membership program designed for businesses and organizations.

JACKSONVILLE, Fla. – The Duval Supervisor of Elections urged voters to double-check ballots after some said they had trouble casting votes on the touch screen machines.

Despite the problems, 100,000 people have voted early in person and 30,000 mail-in votes have been received.
Those machines now have a stylus to make voting easier.
A voter named Tony Hill in the Soutel neighborhood described the issue he had while voting early.
“I had a problem when I touched the screen and when it came out, it wasn‘t for the people I voted for,” Hill said. “So we’re asking people to check your ballot when you come out of the voting booth to make sure that the person that you voted for is the person that should be on your ballot.”

Hill said that’s something that they will be monitoring for the next few days at that polling location.
Former congresswoman Corrine Brown also spoke out alongside other voters at the supervisor of elections office.
“The challenge was that it wasn’t just at this particular place, we got calls from all over so I thought it was important that people know.
Duval County Supervisor of Elections Jerry Holland walked through the voting process using a sample ballot.
You take your ballot, put it in the machine, choose your language, select next, you’ll follow more instructions and the voting process begins.
Holland talked about some of the issues that his office has heard.
“We are going from touching with your hand to with a stylus,” Holland said. “So one of the issues during this election so far has been sometimes when someone goes to touch a candidate, their hand will hit another candidate.
The solution is to make sure your finger is right on the candidate you want. You can use a stylus for accuracy or choose the right candidate with your finger.
At the end of the ballot, you’ll be asked to review your selections.
If you make a mistake, you can go back to the poll worker’s station and ask for another ballot. They will give you another card and start over.
Once it’s all done, you walk over to the machine and insert your ballot.
You are allowed by law to take a picture of your ballot with your cellphone but you won’t get a receipt.
Then the voting process is complete.
There are two types of paper ballots: the manual ballot that you fill out and the express ballot that is digital.
If you don’t express a preference, you will be given the express ballot.

Founder Britt Morgan-Saks, who relocated to Jacksonville with her family from New York City, will operate the club.
“The June will be a first-of-its-kind, private members’ club, located in the historic Federal Reserve Building, in Downtown Jacksonville,” Morgan-Saks said in a statement Oct. 23.
“This venue reflects our vision for a premier destination for modern hospitality, elevated dining experiences and dynamic entertainment, contributing to the revitalization of culture, commerce, and community in the area,” she said.
Morgan-Saks said her group is “honored to play a role in downtown Jacksonville’s resurgence.”
“Our goal is to create a world-class destination that fosters meaningful connections and experiences for our members.”
Membership and other details will be announced later.
Permit application in review
The city is reviewing a building-permit application for the estimated $6.4 million renovation of the three-story building, which also has a basement that will be used.
The structure is at Hogan and Church streets near City Hall. It is part of the Gateway Jax project to redevelop more than 20 blocks Downtown primarily assembled by Jacksonville-based JWB Real Estate Capital.
Plans include:
Basement: A cabaret seating and lounge area around a piano.
Ground floor: The Grille dining area, bar and kitchen.
Second floor: A “living room” with seating areas, a bar and private dining.
Mezzanine: A “library” seating area.
Third floor: Lounge and table seating, a bar and a kitchen.
Outside: Seating and greenery.
Building owner
Built in 1922, the building is a National Historic Landmark Building owned and restored by JWB Real Estate Capital.
Hospitality Daily featured Morgan-Saks in a February 2023 podcast, saying she had recently moved from New York to Florida to launch and scale The June, “a soon-to-be-launched private members club designed to provide a more modern, inclusive experience of belonging in emerging gateway cities.”
She registered The June Group with the state in December 2022. Morgan-Saks is president, CEO and CFO.
In September 2023, Sam Middlekauff, an associate with The Urban Division of Colliers North Florida, said the 19,420-square-foot building was fully leased but could not disclose the tenant.
Middlekauff said his group was under a nondisclosure agreement and cannot disclose the tenant.
“But this prestigious group will breathe new life into downtown Jacksonville and revitalize a building that has sat vacant for decades,” Middlekauff said.
“This is just the first of many new announcements for Downtown.”
The property has been marketed for use as a restaurant and event space along with the 4,500-square-foot courtyard for an outdoor seating and lounge area.
Middlekauff confirmed the building and courtyard “all will all be leased by one group.”
Project history
JWB paid more than $2.4 million for the Hogan and Church street properties in August 2020, comprising $1.75 million for the Federal Reserve Building and $675,000 for the neighboring Florida Baptist Convention structure at 218 W. Church St.
JWB planned a $18.55 million redevelopment of the buildings and the Jacksonville City Council approved a $8.6 million incentives package in 2021 for their restoration.
The forgivable and deferred principal loan package was the first Council awarded from the Downtown Investment Authority’s Downtown Preservation and Restoration Program.
The city issued permits in 2021 for Auld & White Constructors LLC to renovate 18,430 square feet of the Federal Reserve Building for a $3.2 million adaptive reuse.
JWB intended to build-out restaurant, business and event space at the three-story building and in its basement.
The Federal Reserve Building permit came after the city issued one for Auld & White to renovate the Florida Baptist Convention building at a cost of $5.8 million. It was built in 1924.
The design for the five-story, almost 26,000-square-foot Florida Baptist Convention property includes restaurant space, retail suites and studio and one-bedroom apartments on the upper floors.
Construction costs totaled $9 million for the two buildings.
Co-op Frosé & Eatery plans to open in the Florida Baptist Convention building.
JWB also owns the historic Seminole Building on the same block at 400 N. Hogan St. and plans to build an outdoor courtyard for restaurant seating connecting the three properties. That building is open and anchored by the Sweet Pete’s candy store and production facility.
“JWB’s costs covered the rehabilitation of the Federal Reserve Building and the Florida Baptist Convention Building, as well as the transformation of the old parking lot into a dynamic courtyard shared between all three buildings,” Middlekauff said.
“This is just the first of the tenants to be announced that will be joining projects done by JWB and Gateway Jax within The North Core.”
